Actually you can buy your service weapon when they replace them. The price is based on what the agency would get if they sold it on the open market. If not sold to the officer, I believe they are sold to the suppler or jobber (not certain).
Also officers can buy their service weapon and keep their badge when they retire. Some badges are not issued but produced as special additions which you purchase yourself and wear for specific limited period of time.
I think a framed weapon, badge patch, and picture of the officer in uniform with the weapon make a fantastic collectable. I plan have mine donated to our training center when I croak.
Firearms issued to patrol officers are usually more worn than those issued to supervisors or managers.
Sometime a firearm manufactures makes too many and sells the overrun on the open market. I had a Colorado State Patrol 4013 that I obtained that way.
Badges should not be sold or traded until they are obsolete.
