Default 4516-1 question for policemen

My 4516-1 appears near new with the exception that the words Smith and Wesson on the slide, are worn and the Wesson is near half missing, (holster wear?). It also has a number 26 stamped on the butt behind the clip. Is this how Departments kept track of their issued weapons?
In other respects gun has NO wear marks anywhere and looks as if never fired much at all. It came with the original box and Sw papers. The gun dealer could not provide much info on its background however. Just thought someone might have opinion/ thoughts on its background.

Each department is different. When I was Federal the pistols had inventory control numbers on the slide, but each agency's method was different. When I went to a county sheriff's office we issued pistols at one point before we went to an approved list and you could buy what you wanted. I've seen pistols marked with the agency's full name and with abbreviations. There is no distinct style. I happen to have seen a "company 4516-1" and it didn't have any markings behind the magazine well. The only marking I've ever seen behind the magazine well are "R3" stamped on some of our 1006s for "Revision 3".
