I just purchased a S&W 3913. Can anyone tell me the best place to buy a 9mm magazine-loader? Thanks.

Uplala all the way. Squeeze, press down, load cartridge, un-squeeze, repeat. Once you get it down you can load a cartridge a second.

There is a great one for rinfire, 22 mags!
