Do all Model 39s have steel frames with the alloy frames starting with the -1 engineering change?

No the steel frames, 927 of them were originally made in 1955 but not sold until mid 1960's All others..pre model. Model 39 and 39-2s have alloy frames.
The 39-1 doesn't actually exist...many/some consider the 39-1 the model 52-A (38AMU) target pistol. But it's not a 39-1 if it's not marked as such which it is not. It's marked model 52-A. Which was also alloy frame. I hope this helps.

Actually it hurts. I bought a 39 assuming it had a steel frame but odds are it does not. I'll find out when it arrives, but I probably paid too much for a regular old alloy 39. Thanks for the help.

Oh, do we know the serial range for steel guns?

I still dont think that serial number range is correct. Mine is 60696 and is NOT a steel frame. It is misleading to claim 60000-64000 are all steel framed. They may fall somewhere within that range but to say "those between 60000-64000 are steel framed" isnt entirely accurate. Pictures of mine are posted here in thread I started asking about it.

Symantics...all model 39 steel frames are in those ranges. But not all 39-2s in that range are steel frames. How could they be.. their were only 927 of them made.

I would check with Roy on other side.. ship date request. it's really close

..... Model 39 serial number 688xx was shipped in August 1966 and is a U.S. Gov. purchase. Hope that this helps. Roy

So that is 2.5 years short... but yours is lower...it's right in that area.

By the way.. its nice to see you buy a model 39-2 or whatever...These IMO
are the only true (worthy) collectable semi autos with great history. The wheel guns have well over 100 years of history. The semi autos really start at the model 39. (Yes there was a .32 and .35 ACP way back when) But the 39 made it to full production and provenance.
SO just because it is not a steel frame.. it's still the best 9mm SW made. IMO
