My model 645 Fixed Sights rear sight looks wedged in the front sight is red or orange.Broke it out to day could not hit the plates a 25 feet so decided to take it indoors at 15-20 ft it shot 4-6 low can anything be soon on my end or a smithy

My M645 (still have it) was my last duty pistol, intended for serious work. With defensive loads mine shot right on with a center hold. What were you using as loads... a hotter load might bring the point of impact up. Also, if you were using a target style 6 o'clock hold... switch to a center hold.
There is the possibility that the red ramp front does not agree with your eyes or lighting... a black marker or model paint can change things pretty quickly.
That funky rear sight with the rounded corners... might be swapped for a taller one. No, I don't know anyone who makes one but I have made my own with a piece of steel & files.
Actually a small fast bullet will shoot low because the bullet gone before the barrel can rise very far. You will feel the full recoil, but the bullet is out of the barrel early in that process.
Try bigger, slower bullet. The error you've got sounds like a lot to blame on just the load.
6" low at 20 ft? If so then it would be over 2 ft low at 25 yds.
How much shooting have you done? Let someone, preferably an old bullseye shooter, try it before you go swapping sights and making other adjustments.
My 645 isn't a bullseye gun but at 25 yds it will do 2" groups and shoots to point of aim.
I was using Remington 230 grain I have shot this and Model 39 Model 39 all 2inch group..As I said before I have been shooting weekly for about 8-9 yrs. It was really hot today maybe a revisit in a few days will report back
