does anyone know what the shortest front sight that smith and wesson makes for the 3913
ive tried different weight bullets and it still shoots about six inches low at 7 yards
my front sight measures .200. I have taller sights but not shorter

The parts list for the 3913 shows the standard front sight was #109070000 & is .204" tall. The only other one listed for it is the night sight which shows as .232" tall. They may have others that are shorter & may fit but I can't say. Call S&W & ask.

You could, but then you might end up with a half-dot on the front sight.

I typically equip my pistols with Dawson Precision FO front sights, and they are available in a variety of heights. The 5906 sights fit the 39xx dovetails. Fiber Optic Inserted Front Sights for S&W 5906 Detail Page .

If you have not done so, try a variety of ammo with different bullet weights to see if the POI changes.

6" low at 7 yards makes me wonder if the problem is not shooter induced, particularly if changing ammo doesn't help.

Use the Brownell's sight height calculator and you will find out that changing sight height alone won't cut it.

Have someone else shoot it and see if their results are the same as yours or bench rest the pistol. When I first started shooting 3rd gens I found I had a tendency to "dip" making my shots hit low.

I tried 115 and 124 grain loads didn't seem to make much difference, I found a little taller rear sight in my parts box, will try that.

A taller front sight will make it shoot even lower. At seven yards, you would need a front sight that's almost a 0.09" shorter. That's going some when your current front sight is 0.2" tall now.

3913s, at least some of them, came with Lo-Mount Novak sights adjustable for windage only. Novak also carries an adjustable rear sight and offers services to match front & rear.

If you have a rear sight adjustable for elevation, raising the rear sight raises point of impact. I suggest that having a shorter front sight is not a satisfactory solution. It's already about as low as you can go.

Brownell's has some rear sight replacements with different styles and heights. You might possibly be able to experiment with black paper cutouts for different heights to see what works on your pistol. Or you could take a stab at calculating the correction using this Brownell's Sight Correction Calculator

If you have a plastic rear sight from one of the Value Line 3rd Gens in your parts box...they are flexible enough that you can fit a shim underneath the rear portion of the sight. If you don't see that as a final solution you could at least experiment with different shims to get the dimensions for the Novak sight that would work for you
