My SCSW is a couple hundred miles from me but I recall some 3rd gen s&w's I have in TAK serial number prefix were in the 1985 to 1988 range.

As far as the department, hard call, you could have as many as a few dozen possibilities. Nashville,Northbrook etc,..the star number may help you there as it's a 4 digit if in fact that's what it is and not a control or dept. inventory number. Either could narrow down your search.

According to the serial# tables in the Standard Catalog of S&W, 3rd Edition (SCSW) a semi auto pistol with a serial# prefix of TFN dates to about 1990.

Default 6946 NPD

I know this is an old thread but i came across looking for TFN date code, and see no one answered your question. I recently in the past year or so acquired one of these pistols with N.P.D. on it and from the research I've done, albeit i didnt delve into it exhaustively N.P.D. refers to the Newark NJ, P.D.
Im trying to date mine its a TFN serial number and closest i can find is 1990 but I like just more than one source for confirmation on that. It's definitely that era, shoots straight love the gun. got it for a song, has a some holster rash so im guessing it was a training gun, being used alot to practice their holster pull other than that its like new the freakin barrel twist is still sharp. HTH
B.T.W. mine is NPD 1434
