Could it be......459 FBI issued???

Have a question....found a 459 that the SN is in the group of 803 units that is documented in the April 4, 1985 dated letter from LSI to Valley Gun Distributors for FBI use. In the letter it states these units had the non glare matte finish. The one I have found that the SN falls in the documented range is either nickel plated or stainless.

Could the run of 803 units have different finishes? I've read several older threads and all the pictures in those threads show the non glare matte finish???
