Default Victory slide, bolt weight

I have a 1+ year old victory 22 that the complaint is it's too hard to charge. When the bolt is pulled back to load the chamber it owner says its harder than it used to be.
I've disassembled it, cleaned it using ultrasound, properly lubed it, but the owner maintains its still very hard to pull back.
I can't find any significant wear. It seems fine to me.

Anyone know the factory spec. weight to pull the charging handle back?
