Last weekend I ran across a couple pre-rail 4013TSW LE agency turn-ins at the LGS. The one in the best condition had two magazines with curved red base plates on them, which obviously stood out.

The plain brown box it came in didn't have your typical S&W sticker on it. On one sticker it has "USD-S&W-4013TSW".
On the other end someone wrote CHPxxxx but the pistol does not have any CHP identification on it. It does have an inventory (control ?) number on the right side, but nothing else.

I bought the nicest one and swapped the mags with red butt plates for the other gun's black butt plate mags, which had never been used. (Yeah, I already have a pre-rail 4013TSW but the price was right & it looked like it needed a caring owner. Besides I just might give it to my son for his birthday... if he's good )

The pistol cleaned up easily as it likely had only been test fired & then inventoried/handled. I replaced the usual springs: Wolff 19# mainspring, Wolff XP firing pin spring & a flat wire ISMI GLC-20 recoil spring.

I had the same problem I've encountered before in fitting the ISMI GLC-xx flat springs to it. On my other pre-rail 4056TSW & 4013TSW, as well as my Shorty 40 Mk.I I've had to cut off (2) or (3) turns from the spring to stop the slide from bottoming out on spring instead of the frame stop/abutment. On this pistol I had to cut off (4) turns so I decided to go with a new S&W dual/nested spring set instead.

The only thing I see different about this pre-rail 4013TSW is it does not have the trigger play spring installed. I does still have the mag disconnect feature, the standard decocker (not spring loaded), & (3) dot white sights. Nothing else different from my earlier (1997) pre-rail 4013TSW.

I'm guessing, by the SN# (MSF52xxx), that it was made 1998-1999?

Anyone venture a guess on whether this might actually be from the CHP or not?

Did the CHP even have these in their inventory?

Yes, along with 4006TSW models, CHP is also selling off their pre-rail 4013TSW models.
I'd say the lack of a trigger play spring is a pretty good indicator of being CHP.

My 4013TSW is an MSE serial number and was produced in November 1996, so I would guess yours is probably 1997 or 1998.
