Default 3rd Gen 15 round mags modified for sale to MA CA NJ...

Can we sell modified 15 round mags to accept only 10 rounds to MA, CA, NJ, and any other place where more than 10 rounds is not allowed?

Recently a local FFL sold me a 12 round magazine that he modified to hold only 10 rounds. He used an aluminum rivet as a pin. I am in NY where we are limited to 10 rounds. So based on this I would say it is OK, at least in NY.

I'm in NJ and you can, so long as it's no more than 10 rounds for civilians. Active duty & retired LE are exempt & may carry up to 15 rounds.

I wonder how many of the 10 round limited states have the retired LEO exception? And more importantly, which ones don't. I'm surprised NJ would have the exception.

MA law (including case law) does not address the issue. Your magazines can be hi-caps if they were legally possessed (manufactured in a practical sense) prior to the 1994 Federal AWB ("pre-ban"). Anything manufactured after the 1994 Federal AWB ("post-ban") must be 10-rounds or less.

This only applies to MA. Laws in other states are changing so fast I can barely keep up with my own moonbat state.

It SHOULD be legal to sell crippled magazines. The only issue I see is if they could be easily converted back to standard capacity.

The "LE/Military only" markings could be an issue.

Then again, I wonder about standard capacity magazines made AFTER the ban expired in most states.

I live in CA and possession of +10 round magazines is still legal, so long as they were possessed prior to 1 Jan 2000 (pretty sure on that date) and "mag rebuild kits" were legal until about 3 yrs back. A "mag rebuild kit" could be anything from a spring and body to an entire mag, disassembled. Needless to say this led to all sorts of creativity and lots of mags required (ahem) rebuilding .....

Currently, so long as the change is permanent it is legal to sell standard capacity magazines restricted to 10 rounds in CA. Just exactly what is considered permanent is a bit up in the air, but generally a rivet stopping the follower and/or blocking and riveting the floorplate works.
