Looks like a pre-rail 3913TSW mag to me.

I concur. If you are trying to use the magazine in a standard 3913, it won't work - the mag body is too short.

7 rd. mag
I believe that magazine will also fit the 9mm Chiefs Special (CS9).

Those pre rail 3913TSW mags DO WORK in the CS9. Very well indeed. It increases the concealability of the CS9.
OP, now you have to find a nice CS9 to complement your 3913. Regards 18DAI

The CS9 and 3913TSW (pre rail) share the same magazine. The CS 9 comes with the curved baseplate. The 3913TSW is supposed to come with to magazines with that wedge shaped baseplate, but from what I've seen, that wasn't always the case.

Yes, 3913TSW pre-rail and possibly the pre-rail 3953TSW along with the CS9 as well. I'm sure if you don't have a use for it someone here will swap a standard 3913 for it.
The front gun in this pic is a 3913TSW pre-rail (with a single sided safety installed) and the second gun is a standard 3913 (also SSS). If you look closely at the mag bases you can see how the TSW is cut to make the mag fit flush. It costs you one round but shortens the grip a bit as a compromise for carry. I like it just fine but don't carry mine much. Usually just carry an easily replaceable M&P.

Yes, the 7rd 9mm mag was originally produced for both the original 3913TSW (cutaway grip) and the CS9. They used a wide & flat buttplate for the original 3913TSW, so the sides of the buttplate filled in the cutaway on the bottom of the grip. The CS9 typically came with the curved butt plate.
This shows the original TSW buttplate on the right, and the standard curved one on the left. You can see how they molded the original TSW plate wider, so it would conform to the profile of the grip. (They did the same thing to the original 4513TSW & CS45, which used the same magazine bodies, but different buttplates.)
My CS9 with the 7rd mag with an original wide TSW buttplate:
The standard 3913/908 flat buttplate:
The curved buttplate:
