Yup. You’re not firing the gun, you’re safely dropping the hammer (decocking). Also, this gun (Third Generation) has a magazine disconnect so it will not actually fire without a magazine installed.
From your video, the pistol appears to be operating properly.

First, S&W designed their pistols with a magazine disconnect safety system. The trigger is disconnected whenever the magazine is not locked into the receiver. Second, the safety is designed to drop the hammer from the cocked (single action) position. It does so in a safe manner by blocking the firing pin, the hammer actually impacts the safety's shaft. Also, the CS9 was part of S&W's 3rd generation of metal receiver pistols. Beginning with the second generation, S&W added a firing pin safety, so the pistol cannot fire unless the trigger is pulled to the rear.

I’d stay FAR away from a loaded magazine or gun until you’re 100% confident in how that gun functions. Here’s something you can try…
1. Empty gun, no magazine (as shown in your video). Safety lever up (fire position). Cycle the slide which will cock the trigger. Decock the gun (move safety lever to safe, down). Now look at the hammer from the back of the gun. Notice that it isn’t (or shouldn’t be) flush into the slide. It should be down BUT still sticking out of the back of the slide by 1/8” or so. That’s because it is blocked from actually firing because the hammer did not contact the firing pin.
2. Empty gun, no magazine. Safety lever up. Cycle the slide which will cock the trigger. Insert EMPTY magazine. Point gun in absolutely safe direction. Pull the trigger. Now look at the hammer from the back of the gun. Assuming the gun is functioning properly, the hammer should now be virtually flush into the slide. When you pulled the trigger, the hammer actually contacted the firing pin.
Assuming the result is thus, your pistol is functioning properly and consistent with all similar Smith and Wesson pistols (across almost countless different models).

I see you are a new guy here........
I think the explanations above are correct... but if you are new to guns and uncomfortable.... my advice is take it to a gunsmith to check out, or a friend that's a gun guy and knows S&Ws 3rd gen guns.
EDIT: or get a owners manual and take it to a safe range and check it out following the advice above
