That is an amazing find.

I know that the FBI bought a lot of M-13s, but the federal government rules on disposition of fireatms does not allow them to be resold. When they went to semi-autos, many of the revolvers were disabled and made into "red handles" for training.

I guess it is possible that it could have been "surplused" and dontated to a non-fed agency that later traded it for a newer model.
