+1. Never file on the hand frame window. To fix one ratchet (even if one ratchet were the issue, which I doubt) by filing on the frame window, you loosen the other five, and can only hope to have future luck to find a wide enough replacement hand, down the road. Always work on the part that's most easily replaced, and only after taking all the other non-invasive possibilities known to man. Worst case, you'd send it to a competent gunsmith to file a single ratchet.
