It's so that when you're climbing an oil rig with your 15-22 on a hostage rescue mission, you can charge it with one hand.
Actually extended charging handles are quite the rage in the AR world, they look kinda cool and Belt Fed seems to have a nicely finished product there. I don't use them however.
