As an NRA instructor, I'm a huge advocate of training, REAL TRAINING, but not dictated by the state.

If I had my way, the state would provide a course that covered the laws on ownership, transportation, and carrying of guns, and give them a certificate that says "You have attended a class on the laws of firearms and force and are legally entitled to apply for a CHL. This course did NOT train you how to use a gun, and you should obtain training to the level you desire."

It should be noted that open carry of firearms in KY is protected by the state constitution, and NO license or training is mandated.
Oh yway! What are you going to do turn everyone into lawyers? How long does that take...about 8-10yrs. I think. Oh and you forgot Vermont. They also allow carry without permit. We really don't need a permit anyway since we technically have the right to carry. Maybe just a safety course and your good to go sounds good to me.
