Simply because that is what they have chosen to define the new "M&P" line of revolvers, just the same as the specific set of features which define the "Mountain Gun" series. They are simply playing on the historic popularity of the one specific model which they manufactured for nearly 100 years. Remember that they are marketing "M&P" semi-automatic pistols and M-16 series type rifles too.

And, while I have no idea what the current pricing for government agency sales looks like, back in the 1970's my department was paying about 1/2 the advertised retail price for the S&W firearms which we bought.
