In Fl the FFL is charged the NCIS $5 phone call. They get a separate bill for it. So for a busy dealer that $5 per phone call adds up when they get their monthly phone bill. They still pay it even if the person is denied.

If you pawn a gun for a loan, when you go to pick it up and pay back your loan, you still have a background check and pay the $5. to get your gun back.

So they either charge you separate or just add it to the price of the gun.

The phone call is not free.
