Also, most states have no requirements beyond federal law and there is no fee for the NICS check or anything else associated with transfers under federal law. Unless you live in one of the few states that have additional state fees and hoops to jump through, any fees paid to the dealer are for his efforts only and the amount of that fee is the dealers choice.
