There were stupid drivers long before there were cell phones. I remember back during the CB radio craze of the 70's there was discussion of outlawing talking on CB radio's. Then and now, the problem wasn't the gizmo. It was people who think they are the exception to the rule. They don't need to worry about it, because they can do it just fine. It's those OTHER people who can't.
