When you pin the flash hider so that it can not be removed, the government considers the legal length to be the barrel + flash hider.
You can not be in possession of a 14.5" barrel without filing for a SBR with the ATF and paying the tax stamp.

It's a hair over 4.5" ... (EDIT: I didn't read... the 16" distance is 6")
