Probably for the same reason there are people down here with their 7th offense DUI but they still have a valid drivers license. The last dummy had i think 4 DUI's and he ended up crashing head on with a family on their way home from church on Sunday morning. The crash ended up killing all of the family members in the other car. The stupid drunk happened to be the only one who lived.

Judges, Lawyers and DA's are the ones who need to be blamed for people like this being out on the streets. And in this case, people like this who still have a valid license.
