I'm an Ohio resident and plan to apply for a non-resident Illinois permit, assuming Gov. Quinn signs the law. It appears that Illinois will honor up to 8 hours of training from another state (Ohio requires 12 hours), so an Ohio resident with a CHL would still need another 8 hours plus range qualification. A key question will be the availability of this training outside of Illinois - will out-of-state instructors be able to get Illinois certification?

It also appears that this bill has a kind of limited reciprocity - check Section 40 subsection (e) of the bill. It looks like non-residents with permits from their home states can carry concealed in a vehicle. That's great news for people simply driving through Illinois. In the past, I'd have to stow my handgun in the trunk while driving through the state.
