I was born in Knoxville right after the War of 1812. Now it's ranked worst in the country for allergy sufferers. I live in Louisville, which is ranked second worst. Except for nice scenery I wouldn't gain much by moving there.
I lived in Chattanooga as a kid, and loved it. I no longer recognize anything there except the river and Lookout Mountain, but it really does offer a lot of nice advantages. Foothills of the Smokies, Lake Chickamauga, nice weather, and many other amenities. If I were able to move and really wanted to, Chattanooga would be my destination.
I'm sorry to hear about gang action there, but it can't be as bad as what I hear from Memphis. That's become a really dangerous town, by all accounts.
You might also consider Louisville. Gun friendly, rated as one of the safer cities in the country, lots of cultural activities, great college sports, a good AAA baseball team, excellent restaurants, and city water rated the best-tasting in the country in a recent comparison test. Metro area of about million people but, traffic problems are comparatively few.
I think I'll stay and croak here.
