Makes me think this was some sort of costume party where the photo was taken.

Doesn't mean that the guy wearing it wasn't a creep (I would never wear the garment of a religious faction as a "joke"), but anybody who thinks the eyes are his natural condition is pretty gullible.

I've met people who were inexplicably driven to do evil things. It always seemed that something had overcome them. To me the difference between bad acts, and evil is patent. To others, the discernment seems much less acute, or absent altogether.

Pledge to God to what is good and righteous, no matter the personal cost, and you will never be at a disadvantage to evil.
