I don't know how it works in other states, but here in Illinois sales tax on out of state purchases still apples. The out of state vendor is not required to collect or report Illinois sales tax. The Illinois resident is obligated to report all out of state transactions to the Illinois Department of Revenue on their yearly taxes.
