The VCI paper that should wrap a new revolver would generally protect the firearm from this sort of rusting. So, rusted before shipping from S&W, or rusted after paper removed, possibly at S/N verification at the shop where it sat all these months. Would suspect the latter. Inspection of the box's foam liners and the VCI paper should provide clues...
