Technically scalping doesn't require the presence of hair. Hair just gives a better hold and a more decorative trophy.
Snubby, however, is an artist and craftsman of a high order, and can easily fabricate convincing scalps, with or without foliage, if he wants to.
He is far too sophisticated (don't believe the "me gimpy old Injun" shtick) for that sort of thing these days.
