Well, both calibers have had several decades during which to become a little entrenched in our consideration and experience. Hardly surprising.
Nowadays, however, the apparent heavy emphasis on what it means to be a "duty caliber" has carried over and affected how a lot of folks seem to try and view the .38 S&W Spl and the .380 ACP against the larger "service/duty" calibers.
The "yardsticks" often used to measure the potential effectiveness and "performance" of the usual duty calibers, and the ammunition available, have caused a bit of disagreement on the potential "effectiveness" of these small calibers for personal defense roles.
I suspect both are going to remain with us for some time into the foreseeable future.
