I don't recall the 2nd Amendment saying that gun ownership should 'cost' or 'require' anything (except the initial cost of buying the gun). They only started using serial #s this century and from my point of view, (LEO) serial #s are great for tracking stolen firearms and removing a serial # is automatically a Federal Offense
H.R. 3830 needs to be defeated before "they" get another foothold onto our rights.

Interestingly, the courts have already ruled definitively in regard to those possessing firearms unlawfully, to wit: they cannot be prosecuted for violating gun registration laws because that would amount to a violation of their Constitutional right against self-incrimination (5th Amendment). So, assuming this new resolution were to become law it would apply only to lawful gun owners, period.
