I read that one and asked around and it is technically true,never heard of it happening but it can happen supposedly.

I worked in WV back in the late 1960s. I remember a similar incident. One of my employees was out somewhere carrying a rod and reel, or maybe it was in his car (I don't remember the circumstances). He was cited by a game warden for "attempting to fish without a license."
