In your second picture, you got the butt stock on (minus the tension bolt). Is there any wiggle? IF NOT, then you have the correct butt stock / buffer tube combination.
I just compared my 15-22 buffer tube to a AR-15 buffer tube. The 15-22 buffer tube maintains the bottom 'rail' all the way to the lower receiver. An 15-25 buffer tube DOES NOT.
This is probably done for strength since the 15-22 buffer tube is molded as part of the lower receiver, whereas in an AR-15, the buffer tube is separate and screwed in.
Bottom line, looks like you'll need to drill; no worries though; other than a little less strength, you would still be able to replace the stock at some point in the future with a collapsible one (assuming your state allows it)
