Default Both Hornady and Speer....
Both Hornady and Speer shoot better than I do.
There are some smaller outfits that sell swaged HB wadcutters. I have both Hornady and Speer 'in stock' so I haven't gone looking but I'll bet the prices are lower.

Both Hornady and Speer provide a 'dry' lube that works very well at low velocities.
