As you see from the many posts on three pages the .38 Special and 10mm are just too different to use one powder and do either well, sorry.

.38 Special
Clays, AA#2, W231/HS-6, Zip

40 S&W/10mm
AA#7, AA#9, HS-6, LongShot, Power Pistol, 2400.

The above are just to name a few in the burn rate range associated with those cartridges.
