I am not a lawyer, but I think that the Kansas AG's opinion is flawed. If the Kansas Board of Regents can implement "policy" regarding the "manner of carry" (empty chamber on a semi auto or hammer resting on empty chamber in a revolver), what would keep them from instituting a policy that required all gun barrels be plugged with concrete? I think his opinion is contrary to the concept and intent of concealed carry. Hopefully, the Kansas Legislature will rectify this during their next legislative session.
At the very least, if I were a student (age 21 or older, per law) on a Kansas college campus, my choice of carry weapon would very quickly become a S&W 686 Plus, thus still giving me 6 live rounds in the cylinder.
