Safariland, and a few others make a uniform duty under belt (pants) that is lined with Velcro. You wear it Velcro out, and it matches with the Velcro lining on the inside of the duty belt, or wear it by itself, with the Velcro lining facing in. It adjusts for size with Velcro. I have one, and it is very comfortable, with no buckle to gouge you, and it is easy to adjust just right for comfort / carrying support. Not really stiff enough for OWB with a heavy gun, it works fine for most IWB applications, or light weight guns OWB.
