Laws are affirmative, they tell us what we can or cannot do. The absence of a law does not indicate prohibition, yes?

I would agree references to concealed carry of a "gun" in the singular might be an issue, however states that do not prohibit multiple carry issue a "concealed weapon" permit, should we interpret that use of the singular to mean only one at a time?
