I will say this. It's not uncommon for some people on bicycles to wear 'riding gloves", I used to wear them. He could have just used the ATM to make a withdrawal just as you pulled up. saw that a car was approaching, moved his bike out of the way before putting on his riding gloves before taking off...
As someone who is licensed to carry, not all things turn out the way you think they are.
