I did not read every post, so forgive me if somebody has already figured this out.
You guys sure can overlook the obvious sometimes.
200XX with a rear sight numbered to the gun, and a Springfield Inspector's stamp (eagle head) and a butt swivel.
GEE......... whatever could that be?
How about a 44-2nd model Target, built in the very early 20s on a leftover 1917 frame. If you have fooled with many 44s, you should know that it is more unusual to see a 44-2nd built before 1926 or so that does NOT have an eagle head and a butt swivel.
I've owned a BUNCH of 'em!

You lettered the wrong gun!
A 1917 with that low number obviously HAS to be a WW I military 1917 in 45.
You need to letter a 44 Target, serial # 200XX.

Here is the second page, which states my serial, if this really was a 1917 originally, shipped in 1918. I still believe it was based on the plugged hole in the bottom of the frame where the lanyard loop would have been.
