Usually if someone's gun went down from some reason there were just issued a new gun unless it was some minor repair. Nothing is impossible that one of the main range guys swapped out the slide but not likely. If the top end was that bad the Troop would have been issued a new/different gun and their old 39 would have been stored.
If your 39 has a 39-2 slide the most likely cause would be done by someone after it was sold and released to the public. The 39/39-2 were replaced by the 439 in 1981 so over the last 43 years there's no telling what someone might have done to it.
