You could try John Taffin's solution:

"To duplicate the original . 38/44 factory load I use the Keith bullet (Lyman #358429) over 11.0 grs. of #2400 for just over 1,100 fps. I also like the lighter RCBS #38-150KT (about 155 grs.)"
