What we loaded in our younger days would be considered not too smart nowadays. In a revolver chambered for .38 Special it would be a dangerous load. In a revolver chambered for .357 Magnum, it would be acceptable. I ran the two loads through my loading program "Quickload" and the chamber pressure in the .38 Special would be 17709 PSI, which is a dangerous load. In the .357 Magnum the chamber pressure would be 17911 PSI which is a safe load. I was using a 125 grain bullet with 11.5 grains of 2400 as a load. Back in the day I was using a Colt Trooper .357 magnum, never would have tried it is a revolver chambered for .38 Special. Now the guys with .38/44's might be more adventurous.
SAAMI pressure limit for .38 Special is 17K psi, so the load you describe in a medium or large frame .38 would be a limited use/harder on the gun round. And probably really unpleasant to use in any J frame or Airweight.
