The permit will promptly be denied, the cops will show up to seize the rifle, it will be melted down in a blast furnace, and the owner will be arrested. Yep, sounds like a lose/lose situation to me.

Watch Out! he has a gun, oh wait he is loading it, still loading it, still loading it, oh now we can panick, he is finally ready too shoot. Apparently having a flintlock is just to dangerous for a private citizen in NY City, just think of the trouble it can give to all of the criminals in the city when he carries it concealed!

This is what breeds contempt for the police and the government.

And why would he need a HANDGUN license for a RIFLE he can legally buy through the mail?

The rifle described is of a type known to have seen military use and, in at least one instance, used to attack officers and employees of a recognized government for the purpose of violently overthrowing that government.
Obviously an assault weapon, thus not something that any citizen should have any access to whatsoever.
