West Virginia House: Second Amendment Is a Sufficient Carry Permit - Breitbart
"The Republican-led West Virginia House voted Feb. 8 to eliminate the existing requirement for people to get concealed carry permits if they want to carry a concealed gun."
The article goes on to say the governor vetoed similar legislation previously after Moms Demand Action for Gun Sense in America campaigned against it.
It'll be interesting to see if the governor signs it this time, or if the legislature can override a veto.

Stories about things like this are always premature with their celebratory tone. Getting a bill through the House is only half the job. The bill will now have to go through a Senate committee, then actually make it to the Senate floor for a vote, then be passed before it even gets to the governor's desk. As evidenced by Florida's current struggle, it can often be a hard road. It may happen in West Virginia. Or it may not. It's too early to tell.

Mom's for "gun sense" have none.
Miracles do happen occasionally - Minnesota's Governor Mark Dayton did sign a catch all bill that included legalizing suppressors in our state.

I guess for those that don't want to spend the money for a permit this a good thing but this would be only good instate. If you go to another state you still need a carry permit. It's so easy to get here I don't see any reason not to get a permit except for the cost. Open carry has been legal here so there is no issue on that account.

Update
On February 15, 2016, the West Virginia Senate Judiciary Committee began hearings on HB4145. The bill has already passed the House by a vote of 68-31.
This legislation would eliminate the process of gun owners having to obtain a permit to carry a concealed weapon.
Several private citizens spoke at Monday's hearing.
West Virginia Governor Earl Ray Tomblin has promised to veto the legislation if it comes to him for his signature.

in West Virginia you only need a simple majority of both houses to over ride a veto

Odd. You only need a simple majority of both houses to pass it in the first place. I guess not many vetoes stick.

I don't know what states currently share reciprocity with WV, but that could be an issue if WV no longer issues a permit. How has similar changes in the law in other states affected out of state carry?

Yes, it would create issues.
SC reciprots only with states with significant permit training requirement.
Perhaps WV, as other states have, will retain the option of getting a permit for people who travel. I.e., permit available, but not required.

West Virginia Governor Earl Ray Tomblin has kept his promise to veto HB4145.
The bill will now be returned to the House of Delegates. Maybe they can muster enough support to override the governor's veto.

There is an interesting article here regarding a potential veto override and the action the governor might take if it is overriden.
The first attempt at an override could have taken place when the legislature opened at 11:00 a.m. today, but I haven't seen any updates on that yet, so not sure if they tried or not.
This current regular session of the legislature has nine days left.

The override vote passed in the WV Senate yesterday. "Constitutional carry" will take effect in 90 days.
