A number of the FM 9mm loads are available for less than $11 a box with $6 shipping on orders more than $200. Not under $10 but getting close.
I have purchased 10s of thousands of rounds both new and remanufactured and never had one not go bang. Not shooting much 9 these days but would jump all over it if I didn't have a fair stockpile.

I just got 2000 rounds of Freedom 9mm, stuff works fine for me.
