A belt for IWB carry does not need to be especially stiff, as long as it is wide enough to support the weight, and doesn't roll at the top. A belt suitable for carry should be 1-1/2" wide, double-sided and stitched together.
A belt for OWB carry should be just as stiff or stiffer, but may take more break-in time before it is comfortable. Horsehide works well, as does a polycarbonate liner, but you don't need both. A pancake holster is well supported, and works well without a belt stiffener. A duty or western holster needs more stiffness, more width, or both.
You won't find what you need at Sears or Carsons. Get a belt from someone who specializes in gun leather. I've had good results from Galco and Beltman, but there are many others. I've never been accused of being style conscious - black and brass (or chrome) is good for me.
