Default SC constitutional carry bill H. 3594 Passes

I have not seen this mentioned, but South Carolina is poised to become the 29th state to enact Constitutional Carry legislation.
The House passed the bill, H. 3594, by a 28-18 vote on Tuesday.
Earlier today, the Senate passed the bill by a 86-33 vote.
SC Gov. Henry McMaster is expected to sign the bill as early as Thursday.

Here is the legislation:

And, a brief news clip:

Default Should I toss...

Should I toss out my SC Concealed Carry Permit?

I suppose that I should read this very carefully. Thanks for posting it.

PS: I see Governor Henry McMaster has to sign it, but he is expected to.

PPS: On a similar note, I see that they are investing a lot of money (millions?) into voluntary training and permit issue.

It's probably wise to keep your permit. It allows for an express checkout when you fill out a 4473 at your dealer.

Here's a funny anecdote: My wife is the accompanist for the church choir. They had their usual Wed. night rehearsal tonight. A choir member (soprano...go figure!) is spouting off about the new legislation, implying the usual free-for-all "Wild West" hyperbole.
I just calmly replied, "All the same rules about civilized conduct, justifiable cause, and other responsibilities are still in place. This simply recognizes your constitutional rights." She stopped talking, got a ponderous look on her face, then relaxed and sat down. There was nothing unpleasant about it.

If what I read is correct, its only open carry without a permit. I don't think that falls under the constitutional carry category.

The language talks about "concealable weapons" and say "whether it is concealed or not". Typical legislative lingo that is unclear.

This is good news and in a good direction.

I do believe in many ways, the tide of the country is turning back to being more "pro freedom" and "pro 2A".

Now we just need the remaining states to adopt permitless carry... or maybe if we ever get a truly conservative congress and the right president, perhaps federal law declares "2A" the law of the land (i.e. permitless carry nationwide)...

The permit provides exemption from the background check for gun purchases and is honored in 34 states -- two reasons I will keep mine. Besides, there are no fees for the CWP any longer. But now my wife, who has not yet taken the CWP course, can carry when she is out, too.

That was the old law..............READ the new law.

The new law was stacked with bunches of "tier" related offenses......I don't care much for it.........LOTS of restrictions and penalties in the new bill..........YA always gotta read the fine print before ya can jump up and dance.

I read the whole thing. There are some restrictions, but most of them are fairly normal. I don't agree with them all though. Having the penalties tied directly to the restriction is better than no clue about what happens if you break them. I did find the rules on expungement being included kind of interesting as wanting/having a record expunged is not necessarily tied to gun rights.

My apologies...the reporting on this issue is confusing to say the least. For example, this article.

Never trust mainstream press when it comes to gun or gun-law reporting -- they're ignorant on the subject. Go to the SLED (State Law Enforcement Division) website for straight fact.
