The bores have to be cleaned from the muzzle, and multiple generations of GI's and civilians were not always careful about trying to keep sectioned cleaning rods centered in in the muzzle, and sawing away with the rod wearing against the lands and grooves there.
Sometimes the interior of the muzzles are oversized from rust pitting and erosion from lots of shooting.
Counter boring the muzzle will fix that and bring back the accuracy.

I own a NPM that I picked up from the CMP a few years ago. They are fun to shoot and it is unfortunate that a few mental defects are making it a crime to own one in many states. I am nearing the completion of 7 decades on the planet and most of those years I have truly enjoyed my firearms. Not one person has been killed or injured by any of my collection.

It is a sad thought but I am almost grateful that I won't be around to see what the tide pod poppers will do to our hobby in the future.

Actually, it was 30 days and I believe it was either August or September of 1968. Alas, I was only 16 years old then and knew nothing of such things........doggone it!!

30day amnesty 11/2/68 to 12/1/1968.
Commonly called the 'November Amnesty'.

The GCA68 allows for future such amnesties. Simply done upon the order and direction of the BATF Director. But they have never seen a need and in fact have said it would hinder current operations and ongoing investigations and prosecutions.

Registration was done on BATF Form #4467

Here's look at one from that time :
http://www.titleii.com/bardwell/pdf/4467.pdf

No fingerprints,,no picture(s), no background check on the person possessing the firearm
They looked over the firearm. Filled in the form.
Signed it,, it's rubber stamped O'fficial,,
They kept the original, the registrant got the copy.
If the gun was missing a ser#, never had one, or had one that had been removed, you were told to 'contact your local IRS/ATTD office' to get one assigned.

...and see 'ya later.
