I wonder what's that neighborhood in the background. Looks like a school, maybe Belmont.
I got a lot of roots in Dayton. Great Grampa was probably an editor at the Dayton Daily News at that time. That was boom town back in the day. A place of great inventions.

Given that Jeff Cooper was only about 10 year old when the picture was taken I think we can forgive him for not having invented the modern technique yet let alone taught it to peace officers in Ohio.
I like the chrome (or is it nickel?) plated armored radiator shutters and tubular bumper. There may be bullet resistant glass on the car too. I'll bet an original caption would make reference to a "flying squad" or other special unit for responding to auto bandits or other organized crime incidents. A Cadillac chassis would have the weight carrying capability to carry six well armed men, the modifications and still have the power to catch a stolen Ford.

I like that they gave the motorcycle cop the Thompson. And my dad had one of those model 8 .35s... I never shot it.

Was this captioned or documented in any way? I’m always a bit wary of taking these old posed shots at face value. These could all be cops, or for a photo op the Chief could have let each of the city council members hold a gun and told them to look fierce standing next to him and one of his officers ...

It's a 1930 Cadillac not a 1929.
The louvers go to up to the front of the hood. Not so in a 29.

By golly, you may be right! Could have been a V16 engine. Cool. But the ‘30 had 4 large louvers, and this one has thin louvers.
(Hard to know if that wasn’t part of the customization)

That was the year the dust bowl started, extreme heat and drought. The grass in the back ground isn't looking too happy. It looks like a hot day. I guess that caddy probably didn't have AC.

Not a V16 for sure. in the plaque between the headlights you can clearly see V8(That's how I knew it was a Caddie ).
